Now we've got a neon moon
The technology or devices in the space have created an artificial or surreal atmosphere.

And we don't know what it means
We are uncertain about the purpose or significance of the technology or devices.

There are too many people loitering or wasting time.

Don't know their ass from a hole in the ground
They are completely clueless or incompetent.

It was going to be one of those scenes
I should have expected chaos or dysfunction in this situation.
