The first part of Richard Burton's Epilogue speaks about the situation after the Martians had been defeated. He explains how the torment was over and the people were scattered over the country, he said they were desperate and leaderless. People were starving and thousands who had fled by sea, including the one most dear to him, all returned. Though the pulse of life was very weak at that point, it gradually grew stronger and stronger and began to beat again. This emphasizes the importance of hope and how it can be the driving force that helps people keep pushing through difficult times. The return of life also links to the idea that even after catastrophic events, humanity can still make a comeback, rebuild and grow stronger.
The second part of the lyrics, however, present a very pessimistic view. It talks about how the question of a potential Martian attack was still on the minds of everyone. The safety of our planet was in question and people were wondering if the current time of peace was just a temporary one. Burton suggests that it may be possible that the Martians have learned from their previous defeat and are only waiting for the best opportunity to attack again. Burton ends the lyrics with the idea that perhaps, the future doesn't necessarily belong to humanity, but rather the Martians, implying that the future looks pretty bleak.

Given how much of a superpower Germany was at the time (also keep in mind Britain would be weaker following the book invasion)-
Yea I can see The Martians invading Germany first in a second invasion— that would turn into a long bitter war.
(The Martians could send reinforcements every two years - when Mars & earth are in opposition.)
So it’s likely they’d send a TON of Martians to build up defences and keep occupation of secured land.
There’s an opposition between Earth & Mars in January, 1914.
So I can imagine that’s when a second Martian invasion (great Martian war) could begin.
World War I would instead… be The Great Martian War.
