Considerado un pionero quien introdujo instrumentos modernos a la dotación acostumbrada dentro de la música tropical y de cumbia (guitarras eléctricas, sintetizadores, bajo eléctrico y efectos de sampleo, y hasta batería eléctrica).
Rigo empezó su carrera musical en Houston, Texas a principios de los 1970's. Fue el creador del grupo "El Costa Azul", el nombere vino de una cantina/bar en Houston, después sus hermanos se hicieron parte del grupo. Su primer álbum Matamoros Querido de 1971 incluyó el tema homónimo y "Lamento de Amor" que fueron las que le abrieron las puertas musicalmente hablando a los Estados Unidos. Aparte de cantar canciones escritas por otros, Rigo era compositor no solo de la letra, pero también de los aspectos musicales de sus canciones.
A finales de los 70´s y principios de los 80´s, Rigo Tovar se presenta an el programa televisivo Siempre en Domingo, presentado por Raùl Velasco. Fue tal el èxito y las ventas producidas por Rigo Tovar y su Costa Azul que de de ahí surgiò una empresa disquera propiedad de Televisa cuyo artista fundador fue Rigo Tovar, segùn lo comentò el mismo Raùl Velasco en un programa por televisiòn.

Estoy seguro que ustedes no han visto aún el Pajaro Chogui(Shovy)Azul en idioma Guarani).pero soy Paraguayo y puedo ver y convivir con este pájaro todos los días camino a la chacra,cada amanecer. Es un ave muy común y popular acá,que son hermosos naturalezas.

Esta canción me recuerda cuando mi papá le dieron un terreno adónde viven hoy asé años íbamos a limpiar el terreno y ayi ISO su primera casa alo lejos escuchábamos está canción pero nosotros no teníamos ni grabadora y luego nos decía que ayi vamos a vivir y le decíamos que no porque extrañabamos la otra casa y así paso el tiempo si nos acostumbramos y ahora ayi vivimos pero al escuchar esta canción me recuerda que eras muy pobre sin saber que nos deparaba el destino saludos cordiales atodos desde mi pueblo que se llama lalaxo san Martín chalchicuautla SLP
