Prisoner named Shifty Henry said to another - Bugs.

Shifty Henry thinks that no guard is watching, and so they can break out from the prison.

Bugsy turned to Shifty and he said, "Nix, Nix
Bugsy declines to Shifty's idea of escaping, as he wants to stay a bit longer and enjoy the party.
