3. nicht einreisen darf, es sei denn, er besitzt eine Betretenserlaubnis (nach den in § 11 geregelten Einreise- und Aufenthaltsverboten)

@@Dannzt Not even those. Making exceptions for who deserves to live gets into some real icky territory because defining who's an asshole is subjective to everyone. And even criminals have human rights---for the same reasons. Believing that someone deserves to die is not the same as believing the government should have the right to kill them. I don't think rapists deserve to live, but if we start killing them, that's just too much power for a state to hold.
