The only way to prepare more is to underground the power lines and increase the diameter of water reticulation pipes. Who is going to agree to pay higher taxes for that to be done retroactively? Get rid of all the highly flammable vegetation like palm trees, but people will complain about that. Make people reroof and reclad their homes with non-flammable materials, but who can afford that? Everyone with a pool should have a sprinkler system connected to it. Some of the negligence is also on the part of people who sat back and expected authorities to do everything for them instead of preparing themselves and their communities independently.

I'm an Engineer and we are taught to design for a Worst Case Scenario. Otherwise, what good is it? There are very difficult aspects to this fire. However, it still remains that not designing your fire control system to handle the worst- case scenario is STUPID. Why bother to design something that works "some of the time" when it comes to Wild Fires? What could they have done differently? Do what the city of San Francisco did after the 1906 Earthquake and subsequent FIRE that wiped out the city. BUild Salt-Water capable pumps and Fire-Prevention infrastructure to pump in Ocean water to put out fires in the city, in preparation for a worst-case scenario. For the Palisades it would be expensive and require a lot of pumps. But it would still be less expensive than the damage these fires are doing.

But climate change has moved the yardsticks enormously pertaining to risk exposure (pertaining to fires, floods, wind events, storm impacts). Plans which were adequate to protect public safety 50 years ago have been mammothly eclipsed. Droughts and rising average temperatures in Southern California have put public safety intrinsically at risk. And there is no going back to safer circumstances. Southern California in the Los Angeles region is now a fire bowl. That is fact. Los Angeles is Lahaina writ large. That is Los Angeles' reality, and it will only worsen in coming decades.

The committee who is assessing projects for funding has $2.7 billion to spend. Many proposals came in at over $5 billion. First, the companies have to find a place to dam, then check they can purchase the land, then engineer a plan, ensure it is earthquake resistant, and then they can apply for funding IF they can prove public benefit, so building a new dam in an area already well supplied won't get funding compared to building in an area that has fewer dams. The money is available and the first one is due to break ground next year. All this info is publicly available so I don't know why so many of you don't know all about it.

See it like that, if two rows of fancy houses at the edge of the brush will "rinse and neutralise" most ambers, the 3rd line and beyond are much easier to defend for the existing fire crews.

Transmission lines (35kV-1500kV - most often 345-765kV) are typically overhead most places in the world. Technically yes you can run transmission lines underground, but these lines run very high voltage. A major benefit of overhead lines is that air acts as a natural insulator reducing the distance needed between a person are the voltage source. If you put these lines underground you have to dig a quite substantial trench or utilitize a stronger insulator so you dont electrocute the people walking above. underground transmission is extremely expensive and can require extremely tedious maintenance, which is why globally you rarely it.

Well its not necessarily a funding issue, but I dont think people truly appreciate how expensive grid infrastructure really is. When youre looking at regional scales or national scales in the US there is no scenario where the price tag does not start in the TRILLIONS of dollars.

But its not just the price tag itself. If your gonna decommission a distribution line and reinstall it as an underground line ->
1. You need to know what utilities currently exist under the ground, where you are planning to put that line.
- VERY COMMONLY in the US everything else is in the ROW for electrical line (fiber, telecom, water lines, gas lines etc), because for 100+ that lines was always understood to be in the air and not in the ground. So now you have to determine if you can even move the electrical line underground or re-reoute all other utilities.

2. Lets assume #1 isnt a problem, youll also need to take out permits to access the ROW for construction to build the underground line. The US is NOTORIOUSLY HORRIBLE in electrical grid permitting, especially in neighborhoods where nimbyism is a rampant disease. This gets fiercely contested with court battles taking literally 20+ years for resolution. Not to mention the fact you need acces routes for all personnel and equipment to get into these areas. Contrary to popular belief, outside of specific interstate projects (will never be distribution) eminent dominant is not really a thing in the US for electrical infrastructure. There is also constant infighting between suburbs, cities, districts, municipalities and counties in the US on this. (fyi in the last 4 years 530 new counties in the US have passed laws straight up banning the construction of any new distribution or transmission lines - are these laws incredibly dumb? Yes. Are they enforced? Yes. How do these counties plan to always have working electricity? Well clearly they didnt think about that when making these laws.)

3. Lets assume #2 isnt a problem. When you go to perform this work, you have to take the existing line out of service, which means that electricity has to go somewhere. Grid managers will analyze equipment and lines on their network and take into consideration current performance, Maintenace, climate, weather, demand, output etc. However this also means that if you dont have equipment that is capable of carrying excess load, or a way to divert the load, or there are environmental or demand conditions that pose risk to the system - you will not be able to take that line out of service. Keep in mind the longer the line is out of service the greater risk to the system that is at play. Building underground distro lines is going to longer than the typical maintenance for an overhead line.

3. Require all new mountain homes and structures to be fire retardant and all old mountain homes and structures to be brought up to code. This will save trillions of dollars in the long term. There is a plant called ‘grease wood’ growing in these California for us that has a very high creosote content and burns like paper when the plant is dry. Forest mitigation would have cleared out a lot of of this Tinder. Fire brakes would have allowed firefighters and equipment into the area. Major colleges and universities in the LA area have no evacuation plans for students who live in the dorms.
The students had to evacuate and were left to fend for themselves. Many have no cars and hotels are full.
This is irresponsible madness.
In Florida each school has an evacuation plan with busses in the ready. Also, the universities conduct drills.

Mind-boggling that all residents living in these wildfire areas do not have a gas powered pump on hand to drain their swimming pools and saturate their homes and surroundings. There is so much equipment, fire gels, etc. on the market for under $2000 that could be kept on the ready to prevent this loss.
