"California is one of the wealthiest regions on the entire globe... so it can't be a funding issue." Well its not necessarily a funding issue, but I dont think people truly appreciate how expensive grid infrastructure really is. When youre looking at regional scales or national scales in the US there is no scenario where the price tag does not start in the TRILLIONS of dollars.
But its not just the price tag itself. If your gonna decommission a distribution line and reinstall it as an underground line ->
1. You need to know what utilities currently exist under the ground, where you are planning to put that line.
- VERY COMMONLY in the US everything else is in the ROW for electrical line (fiber, telecom, water lines, gas lines etc), because for 100+ that lines was always understood to be in the air and not in the ground. So now you have to determine if you can even move the electrical line underground or re-reoute all other utilities.
2. Lets assume #1 isnt a problem, youll also need to take out permits to access the ROW for construction to build the underground line. The US is NOTORIOUSLY HORRIBLE in electrical grid permitting, especially in neighborhoods where nimbyism is a rampant disease. This gets fiercely contested with court battles taking literally 20+ years for resolution. Not to mention the fact you need acces routes for all personnel and equipment to get into these areas. Contrary to popular belief, outside of specific interstate projects (will never be distribution) eminent dominant is not really a thing in the US for electrical infrastructure. There is also constant infighting between suburbs, cities, districts, municipalities and counties in the US on this. (fyi in the last 4 years 530 new counties in the US have passed laws straight up banning the construction of any new distribution or transmission lines - are these laws incredibly dumb? Yes. Are they enforced? Yes. How do these counties plan to always have working electricity? Well clearly they didnt think about that when making these laws.)
3. Lets assume #2 isnt a problem. When you go to perform this work, you have to take the existing line out of service, which means that electricity has to go somewhere. Grid managers will analyze equipment and lines on their network and take into consideration current performance, Maintenace, climate, weather, demand, output etc. However this also means that if you dont have equipment that is capable of carrying excess load, or a way to divert the load, or there are environmental or demand conditions that pose risk to the system - you will not be able to take that line out of service. Keep in mind the longer the line is out of service the greater risk to the system that is at play. Building underground distro lines is going to longer than the typical maintenance for an overhead line.
