if you haven't seen their past interviews about this song, what Robbie said was that this song was about him apologizing to the band for leaving and holding a grudge against Gary as well as Gary and the guys apologizing for not taking Robbie seriously as a band mate. When they had their first meeting together 14 years later, everything was put out on the table and they all realized that all they had to hear from each other was "i love you" and feel that they are a family.

From one hand, it can be "I AM SORRY" as you said, but on the other hand it can be also "I LOVE YOU", because between Gary and Robbie was always a love story.
