Taylor represents Prim as a ghost and she visits District 12, and everything's dead. She's basically singing to Katniss, and the lyrics;

This verse talks about the war, the fire that burned the district down, and when Katniss and her father are gone because they were the music in that household. Also, there is a direct reference to the Hunger Games when she picks up the Mockingjay pin.
