ian haigh Agree 100%, A benchmark for all aspiring female singers. Of the ones I can remember that reach Judith's status, Kathy Kirby, a real powerful voice; Barbara Streissand, but none have the tonal range of Judith. She is number one, without being detrimental to the others

Plenty are able to sing like this, but you're not likely to hear them. Record companies now prefer the right 'look' with a mediocre voice, which is now always fed through Autotune, subtle chorusing, high compression, and 'automatic double tracking' effects in order to fake the quality. It's also why they are produced with no shades of subtlety and dynamic range.
