Iβve always noticed that in the beginning they were more brotherly, but as time in the show progressed he was more so the voice of reason/father to Jax. He always stood by him and never wanted to see him die or get hurt,

Chibs, while being an amazing brother, friend, and enforcer... was a better dad to Jax than anyone that was born into or tried to step up to that job. i've always been a fan of Tommy Flanagan, but fell in love with his talent and skill over the course of this show.
