I looked up the meaning of this song since no one seemed to know and its actually quite beautiful, tragic actually. This is what someone else posted;

"IMO, there are dual, yet similar, themes running through this song: (1) an individual's loss of innocence/idealism; and (2) the degradation/dissolution of the mythical "American" dream. 

The first verse sets our protagonist as an innocent child (quick, wet, diving too deep) - newly born, baptized, full of energy/enthusiasm, carefree. We get a glimpse of what's to come through the "blind" eyes of the adult world whom the child can already see seem focused on material things ("plastic toys"). The "cops" (his own adulthood) crash the party and he's forced to grow up and give up his pure youthful enjoyment of life (cut his baby hair). Thus, he begins his quest to find his meaning/life in this adult American landscape. For me, it also brings to mind the end of the idealism of the peace/protest movement of the late 60's...the system crushes the uprising...the hippies cut their hair...and wander off...going on to what?

Well, the second verse tells us exactly where our protagonist's journey has landed him...a big fat safe spot with the adults of his youth. He's achieved the "American Dream", or has he? Now all talk and no action. He curses himself and the wrong/injustice he sees around him, yet he idly sits and watches these "poison rats" (the establishment, big business, corrupt government) slither by and destroy his ideal world. He bides his time in his magazines, finding pleasure in viewing some advertisement of folks fishing in some idyllic river. He is not out there himself, but even if he was, he would be merely pillaging/ruining/sacrificing a place of nature ("blood of christ mountain stream"). 

It's a really depressing song, but it's certainly beautiful."

I don't think it has anything to do with authorities of power, I think your thinking too much into it lol... I believe its a simple love song about a man, who said some hurtful lies, to make the girl he loves jealous, in order to get attention. I'll just express this as an "event" because it's only an assumption...

Then when the cops closed the fair, I cut my long baby hair:
-The event has happened, to save his friendship he knows he must grow up.
Stole me a dog-eared map, and called for you everywhere:
-Regrets that event, is now searching for his friend and will do whatever it takes to find her. (Its a metaphor, so shes physically there, but not mentally.)

Have I found you? Flightless bird, jealous, weeping. Or lost you?
-A friend is ignoring him, has to now guess if she'll take him back or if he's lost her forever.
American mouth, Big pill looming
-Metaphor, referring to stereotypical gossip talk and he now regrets it.

Now I'm a fat house cat, nursing my sore blunt tongue
-He's now watching the things he says because he knows how easily you can hurt someone with words.
Watching the warm poison rats, curl through the wide fence cracks
-Even though he doesn't do it anymore, he still sees how easy it is for others to hurt each other.
Pissing on magazine photos, those fishing lures
-Again, couples fishing for an opportunity to make each other jealous to get attention.
Thrown in the cold and clean, blood of Christ mountain stream
-Resembles his life with the girl in it, she makes a cold and bloody river seem like a clean stream of Christ.

-Wondering if his friend will ever forgive him for what he did if shes still hurt. or if he's lost her.

I think it may be about doing everything for someone you want and ending up getting hurt.

I do have to agree though, the lyrics are gorgeous but trying to understand them makes my head hurt.

I think it’s about chasing that “American dream” but then realising that it’s not being what everyone expected it to be.

“I was a quick wet boy diving too deep for coins” meaning that he was young and naive trying to do whatever he could to make money. It meant everything to him.

“All of your streetlight eyes wide on my plastic toys” I think means how society is eager to rip his childlike innocence away from him, his toys (his happiness) are plastic and therefore not real.

“When the cops closed the fair I cut my long baby hair” I think symbolises coming of age in a world you’re not ready for, he’s still young hence the baby hair but he’s trying desperately to grow up. The fair (fun) is over and now it’s time to work.

Then with the bird, we all know the symbolism behind the american eagle - power and freedom. yet he’s found a bird, unable to fly. this is his realisation that he never will be free from societies hold on him. Coming to terms with the fact that the “american dream” is nothing but propaganda.
The bird is jealous, weeping because it’s restrained and held captive unable to fly.

“Now I’m a fat house cat” The need for money has overcome him and he’s succeeded in a job that pays well. He’s older now and successful, but is he happy?

The poison rats are what I believe to be those who
weren’t as lucky, representing all that’s wrong with the world that everyone ignores because it doesn’t affect them. He’s drawn to it, as a “fat house cat” because he’s greedy, but he can’t go outside and even if he does they’ll poison him. He’s rich and he’s above that, but he still feels guilty. He knows it’s not right, but that’s always how the world has been. You either make it, or you don’t.
