It looks like, and I read this on another site, that the manatee has algae growth on its skin and the word was kind of wiped into that, as opposed to be scratched or carved into the animal.

He added that if this was recent it was out of salt water just a short time ago, not long enough for the barnacles to have fallen off in freshwater, and that this would discourage manatees from being able to rest and recuperate in the warmer spring waters vital to their health and so if this was already a sick manatee it would be in danger of further distress as a result of this. This is NOT like writing 'Wash me' on a car. It's interfering with an animal's natural behaviour and ability to recuperate in warm waters. Please don't downplay what has happened here. It is simply inexcusable.

To those who are concerned, it should be pointed out that the letters appear to have been scraped into the algal coating on the skin of the manatee rather than being abrasions of lacerations in the skin. The name was drawn in through the algae, much like how you write "wash me" with your finger on a dirty car window. It's a $50k fine for harrassment, but I doubt the manatee even realized what happened. Probably thought the human was just petting him. Most likely happy some of that algae is wiped off.
