I've always wondered who this song is about specifically. Is it autobiographical? Like, about Dustin as a minister/missionary? Or is it about missionaries in general? Or Paul? There seem to be a lot of references to Paul on Major/Minor, pretty sure Blinded and Cataracts are about him too.

I think it makes sense as a mix of all of those things. Some of the references like the line about the "ragged shoes" definitely fits well with a man like Paul.
On the other hand "Listen to me, though I speak of sober things / Listen through me, though a man of lips unclean" always struck me as something coming from Dustin personally.
