They used samples extensively, mostly from "mid-century modern" lounge albums, likely pulled from vinyl. I'm still searching for many of their sample sources, lots of really obscure stuff. They're also using effects, and some synths here and there. Good electronic musicians are like magicians, they don't reveal how they do their tricks. This album is an anomaly. Their next two albums sound much more generic, as they seems to be shooting more for a main stream audience.

@KimchiMan1 Ooh. I'm not sure. Their Wiki is very limited; it just says "Tipsy is an electronic music band, formed by Tim Digulla and David Gardner in San Francisco, CA in 1996. Their music is a quirky blend of lounge and experimental sound collage." The 1996 album is upbeat enough for me. The 2001-2008 stuff is a little downbeat for my personal taste in lounge music.
