Once you have found the pattern between the red numbers and the blue numbers you take the first '?' and that is your first 2 numbers you then take the '?' and that completes your 4 digit number, once you have the 4 digit number you then look at the reel with your new number and it gives you the city for the passphrase

My red number was 40 and my blue number was 14

Buffalo - 4,0,1,4 was on my reel - Solved it like that

The newspaper will give you the city for the code.

So mine was entered as:

OK everyone please listen up.

I have no idea how not a single guide gave clear instructions.

This is why everyone keeps getting this wrong.

CODE: Is the CODE that corresponds to the anagram in the newspaper. My newspaper was an anagram of SEATTLE so my CODE was:
8276

Passphrase: the Passphrase is the PLACE that corresponds to the numbers in the coded message. My question mark numbers were 9952 and therefore my Passphrase was the PLACE this corresponds to in the "Numbers station broadcast"
For me this was:
atlanta

I really hope this helps someone because this took me way longer than it should have.

@Flynn okay so I will separate this into different sections Newspaper and Sequence (the sequence code is the paper with the question marks).

Newspaper- So the newspaper gives you a city mine was Miami. You go to the recorder where it says the codes. The code for your city is going to be the first code you input into the computer. So for hypothetical Miami-1388. 1388 will be the first code you input into the computer.

Sequence- So when you do the sequence and you get your number you will go back to the recorder and you will find the city that has the corresponding code. The code you got from the sequence you find the City that has that code and the name of the city will be your passphrase. So hypothetical let’s say your code is 5877 you go to the recorder and you see New York’s code is 5877 you will use that as you passphrase.

So when you go to decrypt the disk it should look like this.
Code-1388(City code from newspaper)
Passphrase- New York(Corresponding City from sequence code)

I'm bad at math. What I did, after not finding the video helpful and turning to the comments, was

*First. find the city on the newspaper(that's shows you your numeric pass-code)
*Second, just brute forced the city, using the list found on the tape.

# The second passcode is different than your newspaper code
# The newspaper is only for your first passcode. lol I thought I had a bug until that clicked.

Anyways.. That way that worked for me, and quicker than figuring out the math. Happy gaming.

Find the pattern in the blue and red question marks. With the 2 double-digit numbers you have that were missing, Put them together and match the number with the city from the number station broadcast. Then, on the newspaper right down the letters and find the city that matches your letters. After, decrypt the disk by using the numbers of your city and the name of the City you found.

I found this puzzle very confusing... Here are some steps:
1. Find the city that is listed in the newspaper (the red letters)
2. Use the city that you just found and find the corresponding numbers on the audio file. That will be your first CODE.
3. Now go to the evidence with the red and blue numbers. It's a pattern, you have to figure out which numbers go in the question mark box.
4. Once you have those two numbers put them together (don't add them) and that will create your next code.
5. Use the code you just created and find the corresponding city. That city will be your PASSPHRASE.
I hope this is clear enough.

First you have to rearrange the red letter in the newspapers which give you a city then match the city to the audio tape that will be the code you put in, then you when you crack the code in the paper with the red and blue symbols you’ll get the city from the audio tape that becomes the second code you put in (it’ll be the name)

My numbers are different which you were correct about in your video. The letters for mine spelt out Atlanta, I typed all the numbers in that were being broadcast for me and not a single one worked I even did them backwards

For the code use the city’s code you got from the newspaper and for the phrase use the city that the number match up with that you got from the “a coded message” for example I got Memphis on the newspaper and I went to the number station and my code was 4547 so I use that for my code and the numbers I got from the “the coded message” was 0280 and that matched with boise in my number station so I use that for the phrase

That took me way too long. I forgot some evidence when playing missions number one and secondly I didn't realize you needed to put the passphrase from the red and blue letters and use the code from the paper.
Yes I know I'm late, I already did a playthrough but never decrypted the floppy disk. And wanted to give another playthrough on the ps5 lol.

this was a serious pain in the ass. once I figure out my city in red letters, I used that as my pass code then had to process of elimination passphrase for each city. at least I think thats how it went. my brain is fried

I'm such an idiot. I successfully decoded it without a guide, and then went to type in the code and failed. Not because I got it wrong, but because instead of using a passphrase, I used the numbers of the passphrase even though it literally says "passphrase" and not "passcode". Smooth brain moment right there.

In my game the newspaper's red letter clearly spelled out Charleston so I typed in its code and name but didnt work and I so far cannot acually decrypt the floppy disk, and before you ask yes I tried all the other cities and every option I tried ended up the same way, the computer flashing the phrase " access denied "

I have the same problem. I have the same exact patterns as OP and my codes are Chicago 53, 46 and Miami 29,52. Every time it says denied.

The city on the newspaper use the number that follow with that city. And the numbers you got with your math use the city that matches up with it. Basically it’s backwards. They don’t make it easy at all. Fought this and went thru many YouTube videos and got pissed and tried my own method. Confusing I know but trust me. So basically my news paper said raleigh and my math came up with 2932. In the password that I typed to get access I used the numbers after Raleigh which was 4590 and my city for the password came to be Chicago which matched with 2932. In your head you’d say okay it’s telling me to put Raleigh bc it’s on the paper then 2932 bc that’s what your math came with. No. Again... completely backwards. But now I have access so no more stress

For people having truble with the blue color secuence.
I usually is adding +1 or +2 per number
So for example if you get
62, 64 ,68, ?, 82
It is adding to extra for each number.
62+2= 64 , 64+2 (+2)= 68 , 68+2 (+2)(+2)= 74 , 74+ 2(+2)(+2)(+2)= 82
And its the same if it's adding +1 or +3 for each and so on.

If you want to cheat this Step 1 - get the state from the newspaper step 2 - write down all the states on a notepad from the Numbers Station Step 3 - Put the code in the computer then keep putting the same code then all the states 1 by 1 until it says access granted this works

Guys i did it. You need i think the passphrase from completing the missing code. Mine was 7,1,3,9, meaning buffalo is my passphrase. You take the letters from the newspaper, mine spelled atlanta, and use those numbers. Hope i explained it well enough!

The red letters correspond to a city. You use that city's broadcast number to input the access code. The stupid math puzzle should give you broadcast number of another city. That is passphrase you use. It is stupid but that is the solution. Example: my red letters were for Helena its code was 4296 that is the access code i used. My math puzzle gave me the number 1273 that was the code for Austin. Final answer is 4296 and Austin

here is the actual way which is way easier than what he shows. first off once you get all intel to do this
first use the newspaper to get your city name
second take the numbers next to your said city name
third just use the numbers next to your city and put in each city name until it is granted. no need to waste your time on using the pictures with the blue and red numbers it will save you so much frustration

it will not pull up that area to enter the code to decrypt the disk. I got all the evidence and figured out my code and everything but it just says access denied and completed, rather than it saying decrypted on yours. Can you not decrypt until you complete the main story or something?
