In 2012, Scott signed his first major-label contract with Epic Records and a publishing deal with Kanye West's GOOD Music. Scott has gained notoriety for controversies and legal issues regarding safety at his concerts. In November 2021, a mass-casualty crowd crush occurred during Scott's performance at the Astroworld Festival in his hometown of Houston, Texas, killing ten people and injuring hundreds of others.
On July 28, 2023, Scott released his fourth studio album UTOPIA, which became his fourth consecutive number one album on the Billboard 200.

My interpretation: All the sheep are ordinary people, they follow aimlessly (following stereotypes of sheep being followers), then the Dragon is someone empowered, "trying to be God". It burns the area. Everyone runs but Travis stays showing that perhaps he was envious and also "wanted to be God" and be powerful/have influence.
He is burned which can symbolise him becoming a new person. He now has influence, has the people in suits following him, then baptised people like Jesus would do again re-alliterating that he's attempting to be God with his new found influence.
Then he's on the Dragon roaming, and he only burns the area (could be a symbolism of his hubris) then the cycle continues where at first someone else was exerting that powerful influence that intrigued Travis.
Then God punishes him when he shoots him with a laser. Perhaps Travis is trying to show he was punished for losing his faith.
Then at the end the little lamb held by Kylie Jenner could be Stormi?? (I don't know about that one, it seems as if they replicating birth of Christ but in a twisted way but I'm not sure)
But ultimately i think the message is that celebrities have a powerful influence, and how they get this power isn't in "gods will" or comes with a sacrifice that can't be undone.
