Lord Jay I think he was talking about mainstream rap: Lil Wayne, Drake, Jay Z and those kinds of rappers. That's what most people think of when they think rap, and I'd agree with him that it's awful (terrible lyrics, a lot of the time they don't make sense, and their rhyming skills need work).
