Exactly! We should only change the clocks once a year.

The error is not changing the clocks twice a year. The error is the existence of DST (Summertime) itself. Clock time should be always equal to solar time not to solar time+1 hour ahead. PERMANENT STANDARD TIME year round. Not permanent Summertime DST.

Actually, it is only about changing the clocks twice a year. If we would not change the clocks in these strange ways the problem on the clock in Berlin would not be there. It has nothing to do with what the UTC offset may be. But, yes, I totally agree that the existence of DST is probably often (but not always) the real reason that we change our clocks at all.

​@Jens Cristian What I am trying to say is that the problem with this clock in Berlin, has nothing to do with if we are using "standard" time or "summer" time. The problem will always occur when we are switching between different UTC offsets in different parts of the world. As I see it, the important thing is to make the local time offsets permanent, but it does not matter if we lock it to permanent "standard" time or permanent "summer" time. So the reason to why there is a problem with the clock in Berlin, is because only a few areas in the world change offsets during the year and those changes are not done simultaneously. If "standard" time or "summer" time is the best, is also a really interesting topic, but I think that it should be a completely separate discussion.
