As far has how the Ice Kingdom actually came to be, it’s a fascinating though experiment.

What are the requirements for each elemental’s participation in the world? Patience was still “around”, but how much was her being frozen in the ocean actually considered participation in the fundamental, global, influence of the elements?

Is being an elemental even something that requires “participation”? Or something that just happens.

Because, originally it’s easy to say Ice King created the Ice Kingdom, but, what if in his hundreds of years of wandering, the Ice Crown led him to the place he’d thrive the most in. A place where the ocean has started to freeze and large ice-mountains have erupted from the water. That would do.

Now, to look at the flip side, what if Patience’s presence didn’t actually do anything other than draw Ice King towards where she lied, and that’s where he built the Ice Kingdom. Ice King’s “participation” and influence in the world is a fascinating implication because, Ice King is not and elemental, but rather a pseudo-elemental. He’s a magical copy of a previous ice elemental, but not technically THE ice elemental. But, with Patience frozen in the ocean, perhaps he was a good placeholder.

I love they wrote Patience St. Pim and Urgence Evergreen to be two opposite sides of the same coin which has come to define Adventure time from the start of its timeline to the end. Every time they're put in a situation where they need to make a choice, they make the opposite choice of the other and receive the opposite outcome in turn. Urgence cared little for the other elementals, only wanting but not needing their strength, where Patience wants to get to know them as elementals on the same level. When the Lich was rearing to cause trouble, Urgence came up with a plan to destroy the comet, but Patience chooses to wait it out. When the other elementals rebuke their plans for the future, Urgence writes them off and sets out on his own, where Patience goes out of her way to ensure that they can master an understanding of their powers. And lastly, where Urgence Evergreen's downfall was a failure due to his own ego, Patience St. Pims ego was sacrificed when her final plan was too successful.
In tandem, they embody an important idea in that when it comes to making decisions, you need to balance urgency and patience. Act to quick and you'll make mistakes due to an improper understanding, act too slowly, and the situation can escalate to the point where even a solution which would have worked perfectly will have too big of an impact if implemented after the delay.
