Yes, there is an ethical reason to censor such a mod, you aren't factoring in all the ways it could potentially be harmful. One doesn't need to play with the mod, read about it or even know about it for it to be harmful to them. Why that is is from the simple fact that the ideas the mod propegates are inherently reprehensible. Playing it, reading about it, that's not the problem. Its mere existence is the problem, the fact that he's saying "these are accurate gender roles, men are strong and women are weak stupid and unimportant." could lead to people believeing such a falacy and then propegating that hate onto others.

Surely you must see the falacy in such a thing?

Even if the area was diverse to begin with, after all that time the area would be notably more homogenous in traits (or maybe not since people do also self-segregate in diverse cities). Okay, well, if you think psychologically breaking a little girl to make her an obedient slave is not unhinged, perhaps because it actually happens all too often in our sickened little world, then I don’t want to know what fucked up thing you think is unhinged. That being said, I can understand the mentality of allowing a player to make his character evil, because otherwise the game’s story runs the risk of limiting the player’s role-play to heroes, anti heroes, and small time crooks of no significance. But seeing someone actually choosing to be this monstrous and takes enjoyment out of it, I cannot adequately describe the horror it invokes in me seeing it. I do think that what we imagine willfully in our head and heart, as well as the actions committed in fantasy, whether that be in daydream or video game, prepares the mind for the first realized offense, more than one truly realizes.

For the average person, even contemplating such things sickens them to the core, and anyone who is tasked to recount such actions by another normally feel like they do so while drinking the essence of bitterness. Disgust is a key feature of a moral human being, that he or she should favor the sweet over bitter alternatives. A person who removes their capacity for disgust, believing that doing so makes them more objective and inclusive of competing ideas and opinions, may find themselves walking down paths horrifying, and they don’t even realize that they are.

Certainly would make the game more bearable (Although fixing Starfield would take ten times the effort that the Fallout 4 mod had), but lore-wise it probably wouldn't make sense assuming that replacement migration kept happening. You'd still end up with that black "Russian" except he wouldn't bother with the farce of calling himself Russian or Vladimir since he has his black/non-native community to identify with.

For frontiers, it seems to be aiming to go for a more classic fallout vibe. Underground snake people that do drugs sounds like an encounter you would have in fallout 1/2, slavery was also present but was only controversial in the mod because of a.) bdsm undertones, b.) younger character. I cannot defend the just aforementioned, but I will defend snake people doing drugs since fallout 2 had sapient deathclaws that could speak plain english. What made the frontiers controversial was the slave stuff and the piss poor writing attached to a bootleg call of duty campaign.

Honestly Starfield would benefit from the same style of mod but leaning into more diverse. I find it super odd that all of humanity speaks English with different accents. It'd be cool if they took the translations of a language and replaced the English for each person with an accent so you'd have to read the subtitles. Slap some lore about a universal translator or something in there too.
