Context for anyone that wants it:
These are characters from a show called South Park and there are canonly 9-11 (the art was before the post COVID episodes) and this is a popular artist in the South Park fandom called SP_owo (please do not harass them, just block them or ignore them)
They make these weird limbless art drawings of the characters that could be considered fetish art and make a lot of gorey stuff. This drawing (I’m assuming) is one of the limbless art drawings and the blood down the legs is the characters genitalia getting cut off. The characters are Tweek and Craig.

The blood is removed because it involves a child's privates being cut off
The skin color is most likely changed because it's that pale due to blood loss
Hair could have remained but was probably changed closer to the Canon color to match the less pale look
From what I hear the original artist is known for fetishizing the underage characters, sometimes with various limbs and parts amputated. This piece for example depicts a distressed 10 yr old character named tweek missing his arms and privates.
