The only real way to top Ultimate is by either making an enhanced port, or to greatly increase the game's budget and resources.
For an enhanced port, like Wii U to Ultimate, they can reuse a ton of assets and still make the graphics better. The roster size and featured characters is the game's main selling point for the vast majority, so there isn't much sense to "restart", from a business standpoint. Ultimate also made the gameplay smoother, faster, and better, as well as balanced the characters.
Here are a few improvements that could be made in an enhanced port:
1) Add more characters, obviously. (As long as Sakurai is directing the game, we can be guaranteed that the quality of gameplay and faithfulness of each character's source will be perfect.)
2) Make the story mode better. (World of Light wasn't fun at all, in my opinion. It was really bland, and the difficulty was either too easy to too hard without an in-between. Melee's and Brawl's Adventure Modes and Event Matches were much more intuitive than the standard, themed battles against PNGs in World of Light. Regarding Spirits, they chose quantity over quality.)
3) Add better stat customization. (Spirits do this very poorly. Letting players make specific preset stat and effect bonuses would be fun to play around with, and work as a fun handicap that is not "Start each stock with damage" or "Get one shot by someone with a lvl 99 spirit")
4) Fix Classic Mode and All-Star (Ultimate hade another case of "Quantity over Quality". Having one or two evenly matched opponents is better than tons of enemies funneling in to get one shot.

It's a game called "SMASH".
It's a realistic rendition of Super Smash Bros, with more detailed 3D models ala Tekken or Mortal Kombat.
I think they may eliminate the 4 player aspect in favor of a tag in/tag out ala Marvel vs Capcom.
Combat is going to be more like Soul Calibur mixed with Super Smash Bros previous titles.
You will still need to knock your opponent off of the stage in order to win.
It's going to be great...not a launch title though.
We'll probably see it in mid to late 2026.
Early 2027 at the latest.
