In addition to the vocal effects, piano is a prominent instrument in this piece. Toc H. was the army signalers' code for "TH", representing Talbot House, a club where officers and enlisted men were equals. It later became an interdenominational Christian fellowship organization serving the community.
According to Pink Floyd drummer Nick Mason, the original four members of Pink Floyd (Syd Barrett, Roger Waters, Rick Wright, and Nick Mason) were present at Abbey Road Studios and watched The Beatles recording "Lovely Rita" from album Sgt. Pepper's Lonely Hearts Club Band. Voice effects and noises similar to those used in "Lovely Rita" could be heard in Pink Floyd's "Pow R. Toc H.", recorded next door during the same period as Pink Floyd also recorded at Abbey Road Studios. Whether Pink Floyd were influenced by "Lovely Rita" or not is debatable.

In portuguese "doi doi" is a child-talk term adults usually use on toddlers to describe of a bruise/wound. Comes from "dor" which means pain. Thus, if you scream this you will likely get a portuguese-speaker thinking you are mentally retarded and that you never grew out of childhood.
