This chord sequence is kind of common in several contexts, it is used in other songs like Europa by Santana and Gloria by Laura Brannigan(wtf). It comes from the baroque period, but I don´t know its name.

Yes, the part 8 is very much like Wild World. I'd bet Stevens stole from the Floyd but it's not uncommon for two artists to separately make very similar songs.
