So Group 935, the organization that discovered Element 115, was founded by Dr. Ludvig Maxis. Working under him was his brilliant but insane assistant Edward Richtofen. One day, while testing the teleporter, Richtofen betrayed Maxis by teleporting him and his daughter Samantha away to the Aether, where she then takes control of the zombies. This action started the zombie outbreaks we see in WaW onward.
Then in Black Ops 1, Richtofen spends time on each map executing his “Grand Scheme” to take control of the Aether from Samantha, destroy the Earth, and rule over the zombies. He succeeds, kicking her out and nuking the world into an apocalyptic hellscape.
In Black Ops 2, a group of survivors all meet each other in Hanford Washington. One of those survivors, Samuel Stuhlinger, was part of a group that ate zombie flesh to survive, resulting in him being able to hear the zombies, and Richtofen, inside his head. On each map, he asks Stuhlinger and the crew to complete various important errands for him in exchange for his help. Meanwhile, still trapped somewhere in the Aether, Dr. Maxis ALSO communicates with the crew through the radios and have them do similar errands for HIM instead.
So you’re basically given a different story path for each map: help Richtofen, or help Maxis. But either way, in each true ending of BO2’s story, they both reveal that they never intended to help and were only using them to gain full control over the Aether. No matter the outcome, the Tranzit crew is left for dead underground, and are eventually overrun.
So the zombies could actually be talking about either Maxis OR Richtofen lying here, depending on who you choose to help in the easter eggs. They DEFINITELY know Richtofen is lying since he’s controlling them. Anyway yeah, super cool detail, didn’t even know it existed til now. Sorry bout the essay

Its actually a Foreshadow for when you're playing the Buried Map and are either given the choice to follow Rictofen or Maxis Missions. Both Rictofen & Maxis are Lying about helping the group end the Zombie Horde and instead Following Maxis will cause Maxis to take control from Rictofen but instead of destroying the zombies he just says He wanted the Power for himself
