You have to use the fluorine in its naturally occuring state and it occurs as a diatomic gaseous molecule ...so 2 fluorine atoms.

It's because there is bond breaking in 2F which is di atomic

Only one of the F is used

The 2 in MgF2 is for magnesium, which is having 2+ charge

No, it would only be a positive value if it were the reverse (i.e. a crystalline solid decomposing into its gaseous particles; an endothermic reaction). However, 2 gaseous atoms reduce to lower energy levels when forming a solid (a spontaneous reaction) which is exothermic with a negative enthalpy change.
