not at all. Miller just had the final evolution of it made. It first appeared (debatably) in 1931 in Wingy Manone's Tar Paper Stomp, though arguments can be made for earlier songs probably.

@lexo30 Miller employed Joe Garland as a staff arranger. Garland sold his compositions and arrangements to Miller; in any event, Miller edited arrangements in conjunction with his arrangers, which is how In the Mood got its classic status.
