In John's defense, he genuinely thought the store allowed customers to take extra bags. Most people actually do, even store employees! It's because your brain subconsciously assumes they're free because they're not being displayed on a shelf with the rest of the products in the store. John fell victim to human psychology. He wouldn't intentionally shoplift.
