it's not his job to jump in the water and help. the life guard got there so fast that if the person recording had jumped in too they would've just gotten in the way. plus it's not safe to try and help someone from drowning without the proper training. PLUS the guy could've have even jumped in. there was a wall in between him and the pool.

As someone who can NOT swim let me just say we non-swimmers usually stay away for situations like this. Perhaps someone dude trusted told him the water wasn't that deep and that's why he did it.
