I'm trying to make sense of this seemingly simple little song and here's what I came up with.
So Jackie is a punk and Judy (like a young Patty Heasrt) is merely still just a runt, i.e. not quite punk. When they're both asked where they are were off to, Jackie said they were going to join the Ice Capades in Berlin CA (clue), which was a lie because Berlin CA is now Genevra CA since 1876. Genevra is fairly close to San Francisco CA.

Ice Capades Urban Dictionary: Any meth-amphetamine fueled crime spree.
"Last nights Ice Capades, were so dope yo ... we mugged some chick, stole a car, slammed it into a wall, and jumped some rich dude".

Being wise to Jackie's punk-like anarchist ways it is soon realized that conceivably they'll both join the Symbionese Liberation Army (SLA) in Frisco (San Francisco) which is near where young runt Patty Hearst was captured near Berkeley College.
