I hate to quote definitions at people, but:
“Lo-fi is a music or production quality in which elements usually regarded as imperfections in the context of a recording or performance are present, sometimes as a deliberate choice.”
So yeah, including bad audio as a deliberate choice (which is what seems to be going on in this song considering the quality changes at certain points) is textbook Lo-fi
