I'm a French mixed (Tunisia/La Réunion) dancer and the song is not fully unintelligible, especially the middle of the song which is common french. The rest of the song is a rare and old parisian slang mixing creole from The Antilles (Guadeloupe and Martinique) and from La Réunion (another French overseas territory in the Indian ocean). Conga Blicotti means > "The Oblivion's Conga / The Conga of Forgetness",
because a man (a lover) is gone (" Ya vraiment lui parti " > He is really gone). "Coti" (coté) is french créole for "side" and " 'Bli " is creole for Oubli>Forget (or "the oblivion's side"), then she says also Coti Moli : "moli" is like "slacken/relaxed/soft/easy", so Coti Moli is like Dance it while being loose and relaxed, in opposition to stiffness, and it can be understood also as "take it easy" (with the easy side, don't depress). La Conga is a Cuban dance coming from African Congo descents, the word refers to a Cuban drum also (- the music of this song was performed by The Lecuona Cuban Boys, who made Conga famous around the world then). Yé is Yeah and Y'a is créole which means "There is / It is".

Midnight in Paris has one of those soundtracks that will leave an everlasting impression on you. I believe the songs they picked was perfect for the movie. I like it how they didn't pop songs from whenever this movie was made to be put into this film. It made it seem more realistic.
