While I disagree with Agony's comment, and believe the track is fine but just not to my taste, this song is in fact a Modest Mouse song originally.
The 1977 song you mention, Float On by The Floaters, is an entirely different song about phone-line dating from what I can find, with the first two lines being "Aquarius, Libra, Leo, Cancer. | Ralph, Charles, Paul, Larry." as opposed to "I backed my car into a cop car, the other day."
