He was born in Glasgow, Kentucky, where his father was a barber who loved music and inspired Billy to teach himself to play the mandolin at age 3, while suffering a case of the measles. He went on to learn a number of other instruments.
In 1941, Vaughn joined the United States National Guard for what had been planned as a one-year assignment, but when World War II broke out, he was sent abroad till the war ended in 1945. He decided to make music a career when he was discharged from the army at the end of the war, and attended Western Kentucky State College, now known as Western Kentucky University, majoring in music composition. He had apparently learned barbering from his father, because he did some while studying at Western Kentucky to support himself financially, when he was not able to get jobs playing the piano at local night clubs and lounges. While he was a student there, three other students, Jimmy Sacca, Donald McGuire and Seymour Spiegelman, who had formed a vocal trio, The Hilltoppers, recruited Vaughn to play the piano with them. He soon added his voice to theirs, converting the trio to a quartet. As a member of the group, he also wrote their first hit song, Trying, which charted in 1952.
In 1954 he left the group to join Dot Records in Gallatin, Tennessee as music director. He subsequently formed his own orchestra, which had a big hit in that same year with Melody of Love. He went on to have many more hits over the next decade and a half, and based purely on chart successes, was the most successful orchestra leader of all time.

Never ending or beginning on an ever spinning reel
Like a snowball down a mountain, or a carnival balloon
Like a carousel that's turning running rings around the moon
Like a clock whose hands are sweeping past the minutes of its face
And the world is like an apple whirling silently in space
Like the circles that you find in the windmills of your mind!
Down a hollow to a cavern where the sun has never shone
Like a door that keeps revolving in a half forgotten dream
Or the ripples from a pebble someone tosses in a stream
Like a clock whose hands are sweeping past the minutes of its face
And the world is like an apple whirling silently in space
Like the circles that you find in the windmills of your mind!
Keys that jingle in your pocket, words that jangle in your head
Why did summer go so quickly, was it something that you said?
Lovers walking along a shore and leave their footprints in the sand
Is the sound of distant drumming just the fingers of your hand?
Pictures hanging in a hallway and the fragment of a song
Half remembered names and faces, but to whom do they belong?
When you knew that it was over you were suddenly aware
That the autumn leaves were turning to the color of her hair!
Like a circle in a spiral, like a wheel within a wheel
Never ending or beginning on an ever spinning reel
As the images unwind, like the circles that you find
In the windmills of your mind!
The Three Penny Opera by Billy Vaughn And His Orchestra is an instrumental piece with a soundtrack that is famous for its hypnotic melody that captivates listeners' attention. The song's profound lyrics explore the concept of life's cyclical nature, the way one idea or aspect is connected to and intertwined with others. The lyrics begin with a metaphorical description of life's cyclical nature, represented by circle spirals and wheels within wheels that never seem to end or begin, much like a clock's constantly moving hands. The lyricist uses imagery like a snowball rolling down a mountain, a carnival balloon, and a turning carousel with rings running around the moon to describe how life's events and experiences are interconnected.
The second verse delves deeper into the theme of exploring the winding paths that seem to lead nowhere, like a tunnel leading to a cavern where the sun never shines. The door that keeps revolving in a half-forgotten dream, and the ripples from a pebble tossed in a stream represent life's unexplained mysteries. The lyricist uses a clock's hands sweeping past the time on its face and the world being like an apple whirling silently in space to show how everything in life is interwoven and seems like mere fragments, much like the circles found in windmills. The final verse speaks about the emotions that arise from reminiscing past memories - the sounds, images, and sensory experiences that we hold dear. The statements like "lover's walking along the shore and leave their footprints in the sand," the sound of distant drumming that's just the fingers of your hand, "and "half-remembered names and faces" evoke the beauty, poignance, and fleetingness of memory.
