Overall Meaning

One of the reasons is because these
Orphanages get funding from their
Government for these orphans per head, similar to what schools get for students,
so, if the process was easy, these orphanages
would lose funding, with this being said the
personnel running these orphanages would
lose money n I'm sure somehow they pocket
most of the money. You would think that they
would welcome placing an orphan in a loving
home with parents that desire to have a child in their home. IMO, the process stinks, I believe too many people are (illegally)
profiting from this system...
