I finally realized what this music video means!
In the beginning Donald looks ill, he is pale and has bags under his eyes,
He basically looks like an addict that is going through Drug withdrawal.
then he meets a Girl and he starts to feel his high again, he looks healthy & happy again.
Him and the Girl have some fun, but eventually she leaves the restaurant,
As soon as she leaves Donald starts to lose his high again.
He then sits down at the table he was sitting at before he met the girl,
implying that there is a continuous cycle of him finding a girl and being lonely after the girl leaves.
the whole ("Ill never be sober, now i'm so high") hook implies that he will never be normal (emotionally), he will either be NOT High (Sad) or High (In Love)
*the clock not moving represents that nothing has changed, he keeps going through the same cycle without anything changing
