and both were effectively neutralized by strong southern/northern allied interests in Congress.

What the election of Lincoln represented was the rise of Northern sectional power not only in the White House but in the US Congress as well.
The South could see that its control of the national agenda was gone so they picked up their ball and tried to leave. They effectively flipped over
the chess board when they saw they couldn't win every game.

“How Civil Wars Start and How to Stop Them" An excellent book. I think a civil war is less likely in fully autocratic regimes, as the pressures on the people are very intense, the opposition is either absent or largely suppressed and has little strength to resist. However, in anocracies, the ruling and opposition forces are almost equal in terms of election results and vote rates. Thus, when the government resorts to violence to intimidate opponents, it is more likely that the opposition will respond, so civil war is more likely. Only I would disagree that she calls the instigators of violence as "ethnic entrepreneurs", should be "ethnic provocateurs".
