To begin with, from all possible characters within the series, you actually couldn't pick any worse than that. Let me throw a bit of light into this theory of nothingness.
First: human cannot survive a blast from fire weapons, specially from a close range headshot, even in anime like dragonball is.
Second: The only way for Red to live again would be making a wish to eternal dragon, and since Black took over the Army, as we seen in the last episode, I hardly give a chance he would care.
Third: General Red was not the scientist, he had no idea about any of this craftsmanship, his intention was to rule the world.
Forth: Red was the shortest character in the series, probably shorter than Krillin, compared to Dr. Gero, who was about Vegeta's height.
Besides, there were other R&R enemies that never experienced a death scene like Coloner Silver, General White, ninja Murasaki or unseen in both manga and anime General Copper.
In fact, Doctor Flappe would be an interesting pick to begin with, since he was originally the Android 8(Eighter) inventor. He was threatened by R&R all along and I don't see why they wouldn't find him again after the fall of Army and twisted into creating more and more advanced androids. But then again judging by the size of the Army it could be just another mad scientist who never appeared before.
Personally I dont get why you actually picked the only character that was shown killed on the screen.
And as for the Dragonball fan, may I remind you that Goku has never killed anyone, he always referred to beating up, stopping or defeating his enemies, even Frieza or Vegeta, he always gave them a chance to change.

Dr. Gero's son was a member of the Red Ribbon Army and Gero's son died during Goku's attack on Muscle Tower. After Dr. Gero found out about his sons death he swore revenge on Goku, Dr Gero took over the Red Ribbons scientific research on artificial humans with the intent on bringing back the Red Ribbon Army and Killing Goku.
His first plan was to create a Artificial Android modeled after his dead son, this android was called 16. Gero wanted Goku to be killed by a copy of his son but he couldn't commit doing it as 16 was designed to be exactly like his real son and sending 16 would be like loosing his son again so he kidnapped a girl and a boy and artificially enhanced them with his Android tech which was 17 and 18.
When Dr Gero couldn't conrtol them he turned himself into a Android and created another Artificial android 21.
to answer your question Dr. Gero wasn't the mastermind behind the Red Ribbon Army he had gotten involved after his sons death and a lot that is in the English dub was made up by funimation because things tend to get lost in translation!

@Jordy Mares he remade them into cyborgs they were once human and he just augmented and enhanced them at a molecular level if he hadn't done that they would just be regular humans with no power since they didn't learn ki control so yeah he reconstructed them as cyborgs

Doesn't make sense, android 17 and 18 after waking up from their standby mode, mocked him for turning himself into the weaker version of the Androids. Meaning he was human when he made 17 and 18 and after putting them to sleep, he then made himself an Android. Nice try though
