Samuel Camarillo actually I think there is some industrial-like music that predates COUM Transmissions. For example, the futurism movement in the 1910s is a lot similar to industrial and noise. Another notable proto-industrial album (in my opinion) would be Cromagnon's 1969 album "Orgasm", or Cluster's 1971 self-titled.

This, and maybe Evening of Light by Nico & John Cale, are the two freakiest tunes I know of.
Placing a close third is the music of Foetus (Jim Thrillwell & Clint Ruin), followed by *Swans*.
Why are there no bands/groups doing anything like this today?
