Maybe it is nostalgia, but tracks such as these made playing SoulSilver that much more enjoyable.
It was kind of sad, when I had to move on to my White Version, and almost made me wish that HG/SS was made for Gen 5 instead, even though that would have pushed the release date far later.
Unfortunately, I also hold all Pokemon soundtracks to this standard, which I find most seemingly lacking to uphold.

No wonder HGSS gives me so much Gen 5 Vibes, it sounds a bit similar to Gen 5.

I've noticed that HGSS and Gen 5 have almost identical soundfonts. Gen 5 updated a few of the instruments but most sound the same. The Route 47/48 theme sounds like it belongs in Unova.

This track kind of reminds me of the A-Team. I picture Commander Pikachu, Lieutenant Squirtle, Lance Corporal Raichu, 2nd Lieutenant Bulbasaur and Corporal Charmander utilising a tank to save Pokemon kind from Team Rocket.
