I found a way to keep Arthur after doing this glitch:

Go where he is on the map and replay blessed are the peacemakers:

Go to camp and go to where Sadie and Pearson are arguing, it will start the mission even though it does not appear on the map.

Complete the mission and save

Load the save back in afterwards and missions will appear! And you kinda just restarted the game!

(I loaded the save while doing a robbery with Sean, don't think it matters tho)
