Yes, you are right.  The song plays most fully during the festival of puppets, and it is a majestic parade  including battle scenes.  "all the world is a stage", control, fate.

At the end, they burn the dolls, presumably to release the spirits.  In the commentary track it's interesting that they say you aren't supposed to anthropomorphize the dolls, but that's precisely what the movie is about. The dolls didn't want to be human, and humans don't want to be dolls. 

Infusing and transferring souls is a violent process.  This is the process of humans as they build society, that perhaps as coral reefs are giant temples to the virility of life and the beauty of creation, are akin to our greatest cities.  The tone is much more positive in terms of society, whereas the predecessor showed modern technology to be vain, hollow, and soulless.

I'm not going to moralize the actions that people take to reduce souls to samples and ruthlessly experiment to discover the precise makeup of what a "consciousness" is.  The process is absolutely beautiful.  Tragedy is the way humans connect to one another.  Love is born from an aversion to pain and loneliness, so those things are necessary

Indeed, the concept that souls spawn naturally in our work is the telos of Ghost in the Shell. It's the promise of high technology, to force the universe's hand and demand that we will not be alone in the universe!
