I'll be stuck here in Babylon
I could do no wrong
She can't hold nothing but a memory (Can't fall in love)
Can't fall in love
When I realize after all
I'll be nothing but dragging on
She can't hold nothing but a memory (Can't fall in love)
Can't fall in love

Quick answer is the rise of war within the clans themselves, if crime goes up people tend to leave , they migrate to safer locations, one good example is Detroit, it's falling apart because people have left such locations .
