While "Shout!" didn't reach higher than #47 on the Billboard Hot 100, it became their first gold single on the basis of its longevity and became a much-covered tune for them, with many U.S. and international artists recording the song. The song was inducted to the Grammy Hall of Fame in 1999. It ranked #118 on Rolling Stone's 500 Greatest Songs of All Time list.

The Isley Brothers hit song "Shout" is a classic 50s rock n' roll anthem that celebrates the joy of love and life. The lyrics encourage listeners to throw their hands up, kick their heels up, and let out a shout of happiness. The opening lines "You know you make me wanna (Shout!)/ Kick my heels up and (Shout!)" set the tone for the exuberant and carefree lyrics that follow. The repetition of "Say you will" throughout the song reinforces the message of the song, encouraging the listener to declare their love and commitment to their partner.
The second half of the song incorporates some call-and-response elements, with the lead singer urging the crowd to shout along with him. This section is where the song's memorable "a little bit softer now...a little bit louder now" chant comes into play. Overall, "Shout" is a testament to the power of music to create community and bring joy to people's lives.

Back in '59, this was considered "race" music at that time (I was not quite in my teen years when this came out).
It did not resonate with the general public, because of its gospel call-and-response "flavor," which was not in favor at the time on the pop charts.Actually, reaching #47 was quite a feat for this kind of music.
The only music that crossed over from r&b was "well-mannered" music. The Platters, for example, had three no. 1 songs because they were melodic and "caressed" the ear with their harmonies. This song was too rowdy, although - had Elvis done it - it would have reached No. 1.
Only after Aretha Franklin arrived did the full scope of gospel-flavored music reach the top of the charts (and with a voice like hers, at that time (1967) and with the Civil Rights Movement in full blossom, how could it not??).
They were, as @carncats07 said, ahead of their time.
