This actually would have helped to understand the fear of the villagers towards Elsa better and why she had to be hidden, I think.

Actually, it seemed pretty clear in the final movie. It takes place in a backwards time where everyone is superstitious and idiotic, and thus they would be inclined to believe in magic (which doesn't actually exist) and that it's evil.

Actually, given the controversy over books like Harry Potter, we are no better today.

I don't think the villagers were scared of Elsa specifically, but were just reacting to her fear/spiky ice fountain/out of control ice shots. It was only the Duke who outright condemned her just because she had magic and tried to attack/get others to attack her.
