pilots have stringent guid lines and guidance when it comes to side winds, ice etc, if the winds were that strong or the runway was under water and the potential to aquaplane why did the pilot risk it?

I heard a very loud plane, like i mean extremely loud, and i live under the flight path close to the airport. Genuinely thought something was going to crash, but i couldnt see anything above. Possibly the same plane? I find plane noises scary usually but that was full on panic attack sound.
