Maybe it has to do with dominance and aggression? In animals, making eye contact can be a form of intimidation. The amygdala is sensitive to fear and anxiety, so that could be the case.

In dogs, direct eye contact equals threatening, dominant behavior. Of course the dog will try to avoid extended eye contact
