He sings about a guy who likes to dance to jazz-songs. It was popular in the 30's and 40's i think,long before pop and R&R,hii hii. The man who wrote the song and made it popular is the older gentleman in the video,beside Lille Gerhard,it's Karl Gerhard,a famous revue actor in Sweden a long time ago.
