Here is something that people are missing, the entire altercation lasted around 8 seconds, starting at 1:06 and he gets shot at 1:14. You can see the other officer(that did the shooting) exit his vehicle at around 1:10 and start to sprint towards his colleague, this gives him about 4 seconds to close the distance of one police cruiser / parking gap / front of his vehicle and make a proper assessment of the situation. When he arrives he has no context other then what I would assume is a routine traffic stop and now seeing his colleague on the ground with the victim standing on top of him, both having arms extended.
There's a couple of scenarios that could have happened next
1. In the last second of the altercation victim goes for gun, either having his own or the officers, which means it will most likely be ruled as justified.
2. Gun flashes between his shorts and stomach, officer makes the decision to fire.
3. He fired prematurely thinking the other officer was getting assaulted but everything points to the victim trying to get away from the officer(Initially attempts to flee, officer holds him first by his black shirt, secondly by his hair.
I think it's more likely that he was trying to get away considering that's what the footage in this video shows most clearly but it's important to remember that he was trying to avoid getting patted down(trying to hide something?) in the first place and according to police they found a gun on the scene. So scenario 1-2 is possible.
Keep in mind he only had about 2 seconds to make his decision. Another commenter pointed out that he only fired a single shot, which seems unlikely for someone to do if they fear mortal danger for themselves or one of their colleagues.

@Ana Hernandez wait shooting someone in the head and killing them is escalating more than trying to flee unarmed on foot ? So dude would have been less escalating to shoot the cop in the head instead of flee by that logic if say the cop did something unprofessional or intimidating first ? Problem is people only see the wrong the civilian does and none of what the cop does, who is in the position of power and responsibility and should be in terms of accountability.

no license is just a ticket. cops made me leave my parked car. he had someone with him that may have been licensed to drive. get a ticket and change drivers. just shows how little this guy knows suggesting jail for no license.

I always tell my people(friends, family, coworkers)to comply. Please, don't run, or resist (even if guilty) just comply. Keep everything tight valid license, insurance, registration, etc. Chances of living can increase 90% from just a routine stop.
