A circus is in town, but it is not a joyful celebration as circuses usually are


Here comes the blind commissioner, they've got him in a trance
An incompetent authority figure has been hypnotized and is not truly aware of what is happening around him


One hand is tied to the tight-rope walker, the other is in his pants
The authority figure is not in control of his own actions, and is prioritizing his own pleasure over anything else


And the riot squad, they're restless, they need somewhere to go
The team of violent law enforcement are restless and itching to act out their aggression in any way they can


As Lady and I look out tonight, from Desolation Row
As two observant outsiders watch this scene from a distance and with sadness


Cinderella, she seems so easy, 'It takes one to know one', she smiles and puts her hands in her back pockets, Bette Davis style
Amid all this pain and suffering, someone who seems easy and unaffected by it all catches attention, but she is just as affected and hiding her thoughts and feelings


And in comes Romeo, he's moaning, 'You belong to me I believe', and someone says, 'You're in the wrong place my friend, you better leave'

The idea of dying is tragically romantic to her, and she is obsessed with preventing her own death. Her work is all she has, and her stagnancy is her downfall

They all play on pennywhistles, you can hear them blow, if you lean your head out far enough from Desolation Row
In this place full of pain and despair, there are people using the only resources they have to make music and create joy


Across the street they've nailed the curtains, they're getting ready for the feast, the Phantom of the Opera a perfect image of a priest
Despite the darkness, people are trying to create a sense of normalcy and joy in celebration, but the Phantom of the Opera looms over it all like a dark omen


They're spoon-feeding Casanova to get him to feel more assured, then they'll kill him with self-confidence after poisoning him with words
